“First Home” project, launched by Boc Government in July 2009, which allows the acquisition of  a dwelling through a banking loan, guaranteed by the state, within a 60,000 Euro limit will go to the next stage. The 60,000 Euro guarantee will be maintained for those who want to buy a delivered dwelling and will increase to 70,000-75,000 Euro for off plan dwellings.

"For 2010, the First Home programme will focus on the construction of new dwellings. In other words there will be more government guarantees for those who are building dwellings from scratch than for those who are buying old buildings", said Boc. The changes will be adopted by the Government next week.

The guarantee amount for new dwellings will double in value against that allotted for delivered dwellings. For 2010 around 500 million Euro were realloted from the total guarantee amount, worth one billion Euro which was not used in 2009.

The developers and construction materials producers are not completely satisfied with the new measures. They think that the guarantee limit for the acquisition of new dwellings should go upper than 75,000 de Euro, even to 100,000 Euro, because the price difference between old and new dwellings is not so small.

The representatives of the owners' associations say that the measure is confusing, considering that a dwelling is built in more than one year and it will not stimulate the sales on the real estate market as  Romanians are no longer buying off plan dwellings and the developers will stat working on other projects only when they sell the stock from 2008-2009.

Proiectul “Prima Casa”, lansat de Guvernul Boc in iulie 2009, care permite achizitia unei locuinte prin imprumt bancar garantat de stat, in limita unei garantii de 60.000 de Euro va trece intr-o noua etapa. Garantia de 60.000 de Euro va fi mentinuta in cazul achizitionarii unei locuinte finalizate si va fi majorata la 70.000-75.000 Euro pentru locuinte off plan, care urmeaza sa fie construite.

"Pentru anul 2010, programul Prima Casă va fi orientat cu prioritate pentru construcţia de locuinţe de la zero , de locuinţe noi. Astfel spus, vor fi mai multe garanţii guvernamentale pentru cei care construiesc locuinţe de la zero decât pentru cei care cumpără locuinţe vechi", a spus Boc. Modificarile vor fi adoptate de Guvern saptamana viitoare.

Plafonul de garanţii pentru locuinţe noi va fi cel puţin dublu ca valoare comparativ cu plafonul alocat pentru case deja construite. Pentru 2010 au fost deja realocate aproximativ 500 milioane euro din plafonul total al garanţiilor neutilizat în 2009, in valoare de un milliard de Euro.

Dezvoltatorii si producatorii de materiale de constructii nu sunt multumiti in totalitate de noile masuri. Ei considera ca limita garantiilor pentru achizitia locuintelor noi ar trebui sa urce mai sus de 75.000 de Euro, chiar pana la 100.000 de Euro, pentru ca diferenta dintre locuintele vechi si cele noi nu este atat de mica.

Totodata reprezentantii patronatelor sustin ca masura este ambigua, avand in vedere ca o locuinta se construieste in mai mult de un an si ca nu va stimula vanzarile pe piata imobiliara intrucat  românii nu mai cumpără case "off plan", iar dezvoltatorii vor începe alte proiecte doar după ce vând stocul din 2008-2009.
